Paths in terrier.properties need to be double backslashed on windows

      Description

      Currently, when loading files on windows from the terrier.properties file, double separators need to be used, e.g. C:\\terrier-3.5\\etc\\terrier.properties. Ideally only single backslashes should be required.

          This is standard problem of the java.util.Properties class. I propose WONTFIX
